About the role
The Capacity Strengthening Lead will provide technical leadership for capacity‑strengthening activities under the Jordan Monitoring, Evaluation, Learning, and Analytics (MELA) work order. The role designs and manages training, mentorship, institutional support, and knowledge‑transfer initiatives to build lasting MEL capacity among government counterparts, local institutions, contractors, and other stakeholders. This is a full‑time, Amman‑based position running from October 2026 to September 2027.
Key responsibilities
- Lead the design, implementation, and quality assurance of capacity‑strengthening activities for the Government of Jordan, RFAO staff, local institutions, and contractors.
- Oversee staff and consultants delivering institutional support to the Ministry of Planning and Sustainable Development, ensuring technical soundness and timely delivery.
- Conduct training needs assessments, develop curricula, and deliver learning activities, including workshops, consultations, and peer‑learning events.
- Develop and implement mentoring, coaching, and peer‑learning approaches for MEL stakeholders.
- Coordinate with government counterparts, implementing partners, and subcontractors to align efforts with local priorities and ensure sustainability.
- Track implementation, document outputs, outcomes, and lessons learned, and integrate capacity‑strengthening insights across monitoring, evaluation, learning, and knowledge‑management workstreams.
Required profile
- Master’s degree in international development, public administration, education, social sciences, public policy, or a related field (preferred).
- Minimum of 7 years of experience in capacity strengthening, training, institutional support, or related MEL work.
- Proven experience designing and delivering training, mentorship, and institutional strengthening for government or donor‑funded programs.
- Experience managing complex workstreams and supervising technical staff or consultants.
- Strong facilitation, stakeholder‑engagement, and communication skills in English and Arabic.
- Familiarity with MEL systems and organizational learning; experience in Jordan or the MENA region is strongly preferred.
