Capacity Strengthening Specialist – Monitoring, Evaluation, Learning & Analytics

About the role

Tetra Tech is seeking a Capacity Strengthening Specialist to support its Monitoring, Evaluation, Learning, and Analytics (MELA) team in Jordan. The specialist will design and deliver training, mentoring and technical assistance to Government of Jordan staff, implementing partners and other stakeholders, helping them adopt sustainable MEL approaches.

Key responsibilities

• Assist the Capacity Strengthening Lead in planning and executing capacity‑building activities for government, RFAO staff and local institutions.
• Conduct training needs assessments and develop annual capacity‑strengthening plans.
• Design and deliver basic to advanced MEL trainings, including curricula, facilitator guides and job aids.
• Provide mentoring and coaching on theories of change, indicator development, data quality assurance and adaptive management.
• Track participation, adoption and outcomes to evaluate effectiveness of training and technical assistance.

Required profile

• Bachelor’s degree in international development, public administration, education, social sciences, public policy, monitoring and evaluation or related field (Master’s preferred).
• Minimum 5 years of experience in capacity strengthening, training, MEL or organizational learning.
• Proven ability to design practical tools and curricula for diverse audiences.
• Fluent in English and Arabic.
