Chief of HR Policies and Administrative Law

About the role

The United Nations Relief and Works Agency (UNRWA) seeks a senior professional to lead its Human Resources Policies and Administrative Law Division. Reporting to the Director of Human Resources, the incumbent will shape HR policy, oversee legal compliance, and guide a team of professionals across the agency.

Key responsibilities

• Manage the HR Policies and Administrative Law Division, setting work objectives, monitoring performance, and resolving operational issues.
• Develop and update HR policies, practices, and procedures aligned with UNRWA’s strategic goals, providing guidance on recruitment, staff development, performance management, grievances, benefits, and wellbeing.
• Prepare policy papers, rules, and proposals, representing UNRWA in inter‑agency meetings and consultations with staff unions, government representatives, and other stakeholders.
• Lead appeals and grievance processes, coordinate with the Department of Legal Affairs, and ensure consistent application of staff rules and regulations.
• Act as primary policy advisor to the Director of Human Resources, delivering training to managers and field offices on best HR practices.
• Deputize for the Director of Human Resources when required, maintaining full responsibility for the division.

Required profile

• Advanced university degree (master’s or equivalent) in human resources management, public or business administration, law, or a related field.
• At least ten years of progressive HR experience, including a minimum of five years in the UN system or comparable international/governmental institutions at a senior supervisory level.
• Demonstrated experience in designing HR regulatory frameworks, staff relations, case management, and leading multidisciplinary teams.
• Familiarity with UN Common System practices, administrative law, and preparation of submissions to dispute and appeals tribunals is desirable.
