Grants and Contracts Officer

About the role
Based in Amman, the Grants and Contracts Officer will support the Higher Education for Innovation & Growth (HEIG) activity by managing grants, sub‑awards and contracts, ensuring compliance with IREX, U.S. Department of State and other U.S. Government requirements.
Key responsibilities
- Oversee day‑to‑day grants and contracts administration for the HEIG program.
- Maintain financial records, monitor the program budget and prepare required reports.
- Ensure compliance with donor regulations and IREX internal policies.
- Review financial reports, budgets, cost‑share and in‑kind contributions for accuracy.
- Identify risks, recommend corrective actions and communicate compliance requirements to partners and staff.
- Perform additional duties as assigned by the Subaward Grants and Contracts Manager.
Required profile
- Bachelor’s degree in international development, finance, accounting or a related field.
- Minimum four years of experience in finance compliance management, preferably on grant‑making or subcontracting programs.
- Experience with U.S. Department of State or USAID‑funded projects is desirable.
- Strong understanding of donor regulations such as 2 CFR 200, 2 CFR 700 and familiarity with 22 CFR 226 and SAM.
Required skills
- Proficiency with Microsoft Office suite, including Outlook, Word, PowerPoint and Excel.
