HR Planning and Development Engineer

About the role

The HR Planning and Development Engineer will support business enhancement projects and conduct manpower studies across operational and support departments. Using industrial engineering concepts, the role determines optimal headcount, advises on scheduling mechanisms, and implements HR programs related to retention, succession, talent management and recognition.

Key responsibilities

• Conduct manpower planning studies to identify optimal headcount and improve employee utilization.
• Implement and manage HR programs for employee retention, succession planning, talent management and recognition.
• Prepare periodic reports on headcounts, position levels, service years, leaves, training, travel, staff cost, turnover, overtime and work injuries.
• Benchmark organizational structures, HR programs and scheduling mechanisms against regional aviation market.
• Update organizational structures and job descriptions regularly.
• Calculate turnover rates and ensure they meet industry standards.
• Develop process charts for HR functions to ensure consistent operations and approval cycles.
• Conduct internal equity studies, review promotion eligibility, and support appraisal processes.
• Produce HR reports for internal and regulatory bodies and present ad‑hoc studies to senior management.

Required profile

• Bachelor’s degree in Industrial Engineering or related field.
• Strong understanding of manpower calculation methods and time‑and‑motion studies.
• Excellent communication, follow‑up and project management abilities.
• Ability to present findings and documentation to senior management.

Required skills

• Proficiency in MS Office.
