Human Resources Consultant – Job Analysis & Job Description Development

About the role

The organization seeks an experienced Human Resources Consultant to lead a comprehensive review and development of job descriptions across the agency. The two‑month consultancy will involve evidence‑based job analysis, creation of standardized descriptions and design of measurable Key Performance Indicators for each position.

Key responsibilities

• Review existing job descriptions, organizational structure and relevant HR documents.
• Conduct structured job analysis through document review, interviews and consultations with managers and job holders.
• Identify and clarify key responsibilities, accountabilities, expected outputs and reporting relationships.
• Develop or update job descriptions using a consistent organizational format and methodology.
• Design position‑specific, measurable KPIs linked to expected results.
• Identify overlaps, gaps or unclear responsibilities.
• Facilitate validation of draft job descriptions with HR and management.
• Provide recommendations to strengthen the job description and performance‑management framework.

Required profile

• Bachelor’s degree in Human Resources, Business Administration, Organizational Development, Public Administration or a related field (Master’s or professional HR qualification is an advantage).
• Minimum eight years of relevant experience in HR and/or Organizational Development.
• Proven experience in job analysis, job description development, job design and performance management.
• Demonstrated ability to develop measurable KPIs linked to job responsibilities and organizational objectives.
• Strong knowledge of HR best practices and recognized approaches to job analysis and performance management.
• Experience in development, non‑profit, international or multi‑functional organizations is a plus.
• Excellent analytical, communication, consultation and report‑writing skills.
• Fluent in Arabic and English.
