Human Resources Officer – Staff Relations (Internal Candidates)

About the role

The United Nations Relief and Works Agency (UNRWA) is seeking an experienced Human Resources Officer specializing in Staff Relations. This position is open to internal candidates and reports directly to the Head of the Field Human Resources Office. The role focuses on managing grievance processes, supporting staff‑management relations, and providing policy guidance within UNRWA’s extensive humanitarian mission.

Key responsibilities

• Oversee the full grievance cycle, including fact‑finding, analysis, drafting recommendations and ensuring compliance with staff regulations and directives.
• Manage end‑to‑end petitions and complaints, delivering fair recommendations and written replies within established quality standards and timelines.
• Support the Head of the Field HR Office and other officers by preparing briefings, proposing positions on staff‑management issues, and facilitating consultations with Staff Representative Bodies.
• Provide technical advice and policy guidance on disputes, misconduct, and performance issues to managers and field staff.
• Liaise with the Department of Legal Affairs on appeals, follow up on judgments, and coordinate with headquarters on field staff cases.

Required profile

• Current UNRWA staff member eligible for internal recruitment.
• Strong knowledge of UN staff regulations, rules, and grievance procedures.
• Demonstrated experience in staff‑relations or HR grievance handling within an international organization.
• Excellent analytical, drafting and communication abilities.
• Ability to work collaboratively with management, staff representatives and legal units.
