Human Rights Officer (Legal Advisor)

About the role

The Human Rights Officer (Legal Advisor) will be based in the OHCHR office in Amman, reporting to the Head of the Occupied Palestinian Territory Office. The role provides expert legal guidance on human rights, international humanitarian law and international criminal law.

Key responsibilities

• Lead legal analysis and advice on human rights, IHL and ICL frameworks, identifying risks and recommending accountability measures.
• Conduct substantive research, integrate findings into strategic policies and public reports.
• Oversee investigation planning, evidence standards, and attribution of responsibility.
• Ensure quality assurance and legal vetting of opinions, memoranda and briefing documents.
• Provide strategic advice on evidence preservation and coordinate information sharing with relevant jurisdictions.
• Manage engagement with external actors such as courts, accountability mechanisms and civil society.
• Supervise team activities, including hiring, training, task assignment and performance evaluation.

Required profile

• Advanced university degree (Master’s or equivalent) in law, human rights, international relations or related field.
• Minimum seven years of experience in human rights, international humanitarian law or related areas.
• At least five years of experience in human rights monitoring, documentation, analysis and field missions.
• Demonstrated ability to conduct legal analysis and draft reports, policies and legal instruments.
• Knowledge of international humanitarian law, international criminal law and investigative methodologies.
