Migration Governance Consultant – Lead Author

About the role

The Sustainable Research and Development Center seeks a senior Migration Governance Consultant to lead a high‑profile international consultancy assignment. The role focuses on analysing two decades of Africa‑Europe migration dialogue, synthesising findings, and producing a flagship strategic publication.

Key responsibilities

• Direct the overall analytical work and strategic analysis of the intergovernmental migration dialogue.
• Review and synthesize policy documents, ministerial declarations, action plans, academic research and other relevant literature.
• Analyse thematic areas such as migrant smuggling, return and reintegration, legal migration, international protection, and diaspora engagement.
• Develop the analytical framework and structure for the strategic publication.
• Design interview guides, lead remote consultations with senior stakeholders and national authorities, and integrate stakeholder insights with desk research.
• Identify good practices, lessons learned and formulate forward‑looking reflections while avoiding prescriptive recommendations.
• Ensure coherence and consistency across all thematic sections of the final report.

Required profile

• Proven expertise in migration governance, policy analysis and Africa‑Europe cooperation.
• Extensive experience conducting senior‑level stakeholder consultations and authoring strategic publications.
• Strong research and analytical skills with the ability to synthesize large volumes of information.
• Excellent written communication in English.
• Ability to work independently and coordinate remotely with a multidisciplinary team.
