Monitoring, Evaluation and Learning (MEL) Adviser

About the role

The Norwegian Refugee Council is seeking a dynamic Monitoring, Evaluation and Learning (MEL) Adviser to strengthen MEL systems across its Middle East Office. The role will support partners and grantees in delivering high‑quality data, learning, and evidence‑based decision‑making.

Key responsibilities

• Develop, implement and maintain MEL frameworks, tools and guidance for the facility.
• Support programme design, proposal development and donor grant management.
• Conduct data quality and compliance assessments, including validation and on‑site monitoring.
• Provide technical assistance and capacity‑strengthening to partners and grantees.
• Facilitate knowledge exchange, lead lessons‑learned exercises and produce MEL reports, dashboards and learning papers.
• Collaborate with the Head of Programme and Learning on adaptive management reviews such as After Action Reviews.

Required profile

• Proven technical MEL expertise in development or post‑conflict contexts.
• Experience bringing partners together for learning exchange and strong coaching abilities.
• Demonstrated ability to manage partnerships with local organisations.
• Excellent coordination, diplomacy and facilitation skills.
• Legally eligible to work in Amman, Jordan (no visa sponsorship).
