Prospects Consultant – Skills Development (10‑month remote)

About the role

UNICEF is seeking a Prospects Consultant to lead the design and rollout of Rapid Skills Needs Assessments (RSNAs) across global, regional and country levels. The consultancy will generate labour‑market evidence to inform national skills strategies and strengthen secondary education programmes.

Key responsibilities

• Design and implement RSNAs to capture current and future skills demands.
• Analyse assessment data and produce evidence‑based recommendations for planning and prioritisation.
• Support PROSPECTS countries in developing or refining national skills strategies aligned with education reforms and financing opportunities.
• Enhance programme delivery for lower and upper secondary education through competency‑based curricula, youth skills programmes and community‑based training for out‑of‑school and vulnerable groups.

Required profile

• Master’s degree in TVET, education, development studies, monitoring & evaluation or a related field.
• Minimum 8 years of professional experience in education systems strengthening, with a strong focus on TVET, skills development and secondary education.
• Extensive knowledge of TVET, programme management, digital system development or education‑technology solutions.
• Proven experience collaborating with governments, development partners and private‑sector actors on skills ecosystems, school‑to‑work transitions or TVET reform.
• Proficiency in English; knowledge of Arabic is an advantage.
