Strategic Communications Specialist – International Consultant (P3 level)

About the role

The Strategic Communications Specialist will act as the principal communications adviser to the Director of the Relief and Social Services Department (RSSD) for UNRWA’s Archive Initiative. Based in Amman, Jordan, the consultant will lead the design and execution of strategic communications, stakeholder engagement and partnership strategies to raise the profile and ensure the sustainability of the archive project.

Key responsibilities

• Develop and implement a comprehensive strategic communications and stakeholder engagement plan for the Archive Initiative.
• Provide high‑level communications advice to the Director, preparing briefing notes, presentations, reports and other communication products.
• Build and maintain relationships with key stakeholders including Palestinian communities, donors, academic and cultural institutions, professional networks and other strategic partners.
• Support the establishment and operation of governance and advisory mechanisms, coordinating meetings, preparing documentation and facilitating stakeholder participation.
• Coordinate outreach activities and ensure consistent messaging across all communication channels.

Required profile

• Proven experience in strategic communications, stakeholder engagement and partnership development, preferably in a humanitarian or UN context.
• Demonstrated ability to advise senior leadership and produce high‑quality communication materials.
• Experience managing governance or advisory structures and facilitating multi‑stakeholder collaboration.
