Technical Vocational Education and Training Consultant

About the role

UNICEF is seeking a Technical Vocational Education and Training (TVET) Consultant to support its Global Programme Division in strengthening equitable and inclusive education systems. The consultant will work remotely for 9.5 months, contributing to policy, planning, and implementation of TVET initiatives across low‑ and middle‑income contexts.

Key responsibilities

• Provide technical guidance on integrating TVET into secondary education systems to align with labour market needs.
• Support countries in developing gender‑responsive, inclusive TVET policies and strategies.
• Analyze labour market intelligence and identify gaps in governance between education and labour sectors.
• Assist in designing evidence‑based interventions that promote equitable learning and employment outcomes for marginalized groups.
• Collaborate with cross‑sectoral partners to ensure TVET contributes to children’s learning, development, and wellbeing in both development and emergency contexts.

Required profile

• Advanced degree in Education, Development Studies, Labour Economics or a related field.
• Proven experience working on TVET, secondary education reform, or related programmes in low‑ and middle‑income countries.
• Strong understanding of gender equality, inclusion, and equity principles in education.
• Experience with UNICEF or other UN agencies is an asset.
