About the role
The United Nations Relief and Works Agency (UNRWA) is seeking a National Consultant to strengthen child protection and safeguarding across its operations. The consultant will lead the development, implementation and monitoring of policies, tools and standards, including Child Protection in Emergencies (CPiE) approaches, in line with international and inter‑agency guidelines.
Key responsibilities
- Analyse child protection trends and risks across UNRWA fields and produce a baseline analytical brief with recommendations.
- Review existing CPiE approaches, map gaps against inter‑agency guidance and the Minimum Standards for Child Protection in Humanitarian Action.
- Prepare concept notes, technical inputs and briefing materials to support programme and emergency response priorities.
- Develop and update child protection frameworks, guidelines and SOPs in coordination with stakeholders.
- Strengthen referral pathways, accountability mechanisms and safeguarding tools.
- Create awareness‑raising and training materials tailored to operational needs.
- Organise and facilitate workshops, trainings and capacity‑building initiatives.
- Conduct ongoing analysis of emerging trends and document good practices and lessons learned.
- Support integration of CPiE approaches into ongoing programmes and prepare final documentation and progress summaries.
Required profile
- Proven experience in child protection, safeguarding and humanitarian emergency contexts.
- Familiarity with CPiE approaches, CPMS standards and inter‑agency protection guidelines.
- Strong analytical ability to conduct risk assessments and produce evidence‑based recommendations.
- Excellent written communication skills for drafting technical guidance, concept notes and briefing materials.
- Experience in developing training materials and facilitating capacity‑building sessions.
