Consultant – Capacity Development for Learning Assessment Data

About the role

UNICEF is seeking a consultant to strengthen capacity for the use of learning assessment data across education systems. The assignment will support the SIKAI Learning Assessment and Data Use programme, helping countries translate assessment results into actionable policy and classroom improvements.

Key responsibilities

• Conduct rigorous analysis of national learning assessment datasets to generate context‑specific insights.
• Support ministries of education and partners in interpreting findings and embedding data‑use practices into institutional processes.
• Design and deliver capacity‑development activities for technical and analytical staff at national and sub‑national levels.
• Identify and document scalable models for integrating assessment evidence into decision‑making.
• Synthesize cross‑country lessons and contribute to regional and global knowledge exchange.

Required profile

• Advanced degree in education, statistics, economics, or a related field.
• Proven experience in large‑scale learning assessment data analysis and capacity building.
• Familiarity with education systems in resource‑constrained, fragile or crisis‑affected contexts.
• Strong communication skills for working with government officials and international partners.
