Final Evaluation Consultant for Sustainable Tourism Project in Jordan

About the role

UNESCO's Jordan Office is seeking a qualified consultancy firm to carry out the final evaluation of the project “Local Communities and Sustainable Tourism in Petra and Wadi Rum”. The assignment will assess the project’s performance against the OECD‑DAC criteria and deliver evidence‑based findings and lessons for future programming.

Key responsibilities

• Review all project documentation, including reports, budgets and monitoring data.
• Assess relevance, effectiveness, efficiency, impact and sustainability using OECD‑DAC standards.
• Conduct field visits to Petra and Wadi Rum, interview project beneficiaries, local authorities and women‑led businesses.
• Analyse quantitative and qualitative data to identify successes, challenges and best practices.
• Prepare a comprehensive final evaluation report with actionable recommendations.

Required profile

• Established consultancy with proven experience in monitoring and evaluation of development or tourism projects.
• Demonstrated familiarity with UNESCO heritage sites or similar cultural‑environmental initiatives.
• Experience working with international donors and applying OECD‑DAC criteria.
• Ability to operate in Jordan and engage with local stakeholders.
