Interoperability Assessment for Digital Health System

About the role

The United Nations Relief and Works Agency (UNRWA) seeks a consultant to conduct a comprehensive technical assessment of the interoperability between its upcoming Electronic Medical Record (EMR) system and Jordan's national health information ecosystem. The assignment will span six months and be based at UNRWA headquarters in Amman.

Key responsibilities

• Review UNRWA’s current digital health architecture, workflows, and reporting mechanisms.
• Analyze the design of the forthcoming EMR system funded by KfW.
• Assess Jordan’s national health information systems, including architecture, data standards, APIs, and reporting requirements.
• Evaluate international interoperability standards (e.g., HL7, FHIR, ICD) and data exchange mechanisms.
• Identify technical, operational, institutional, and cybersecurity risks and propose mitigation measures.
• Develop a costed, phased roadmap for integration aligned with EMR implementation phases.
• Map stakeholders, digital solutions, and the broader health ecosystem in Jordan.

Required profile

• Proven experience in health information systems and EMR interoperability assessments.
• Familiarity with Jordan’s health information landscape and relevant ministries.
• Strong analytical skills for technical and regulatory evaluation.
