About the role
The National Reporting, Monitoring and Evaluation Officer will support the implementation of projects, programmes and strategic M&E activities for the IOM OPT mission. The role involves drafting and reviewing reports to meet internal and donor requirements, and ensuring that monitoring processes are aligned with results‑based management guidance.
Key responsibilities
- Develop and update the overall M&E framework, including indicators, tools and methodologies for monthly, quarterly and annual monitoring.
- Provide accurate budgeting inputs for M&E systems, evaluations, third‑party monitoring and data collection.
- Develop, test and promote standardized M&E tools, delivering training and follow‑up with programme focal points and partners.
- Integrate protection, gender and inclusion considerations into monitoring frameworks in coordination with the Protection focal point.
- Maintain remote‑monitoring tools for access‑constrained environments and rapid‑onset situations.
- Plan and coordinate internal and external evaluations, draft Terms of Reference, facilitate missions and track recommendations.
- Implement third‑party monitoring arrangements, prepare scopes of work, review reports, validate findings and integrate results into programme learning.
- Support regular progress tracking against indicators and contribute to quarterly mission updates.
Required profile
- University degree in social sciences, international development, public administration or a related field.
- Proven experience in monitoring and evaluation within humanitarian or development programmes.
- Familiarity with results‑based management and donor reporting requirements.
- Ability to work with multiple stakeholders, including HQ, regional colleagues and external partners.
- Strong analytical and report‑writing skills.
- Knowledge of protection, gender and inclusion considerations.
