Regulatory Affairs Manager

About the role

The Regulatory Affairs Manager supports the Head of Regulatory Affairs & Compliance in overseeing ZainTECH's regulatory footprint across the GCC and wider Middle East. The role ensures that regulatory obligations for ICT, cloud, cybersecurity, AI, data analytics and digital services are identified, tracked and embedded into business operations.

Key responsibilities

• Monitor legislative and regulatory developments across ZainTECH's operating markets and assess their business impact.
• Maintain and update the regulatory obligations register, mapping mandates to business lines and legal entities.
• Prepare regulatory impact assessments, briefing notes and alerts for senior leadership and stakeholders.
• Manage the full lifecycle of licences, registrations, permits and authorisations required for telecom, cloud and security services.
• Prepare, submit and track licence applications, renewals and regulatory filings, ensuring compliance with deadlines and conditions.
• Engage daily with sector regulators and authorities in the region, handling correspondence, information requests, inspections and audits.
• Prepare responses to regulatory consultations and support policy‑advocacy positions.
• Act as a trusted advisor to sales, product, presales and other business functions on regulatory matters.

Required profile

• Proven experience in regulatory affairs within ICT, cloud, cybersecurity, AI, data protection or digital services.
• Demonstrated ability to monitor and interpret legislative developments across GCC markets.
• Experience managing licences, registrations and authorisations for telecom and technology services.
• Strong track record of engaging with sector regulators and authorities.
• Capability to provide regulatory advisory to cross‑functional business teams.
