Consultant for Private Sector TVET Awareness Campaign Stakeholder Consultations

About the role

The UNESCO office in Amman seeks a senior consultant to lead stakeholder consultations with private‑sector actors in Jordan. The aim is to co‑create gender‑sensitive, evidence‑based messages for a national awareness campaign that promotes Technical and Vocational Education and Training (TVET) and strengthens employer engagement.

Key responsibilities

• Develop an inception report outlining methodology, stakeholder mapping, consultation design, and a detailed work plan.
• Segment private‑sector stakeholders by size, sector, and geographic relevance to work‑based learning.
• Facilitate inclusive consultation workshops and interviews with SMEs, large enterprises, and sector representatives.
• Synthesize findings into gender‑sensitive key messages for the TVET awareness campaign.
• Deliver final reports, recommendations, and a roadmap for ongoing private‑sector engagement.

Required profile

• Senior‑level consultant (Level 3) with proven experience in stakeholder engagement and TVET initiatives.
• Familiarity with Jordan’s labour market, private‑sector dynamics, and gender considerations in education.
• Ability to work onsite in Amman and manage a short‑term (3‑month) consultancy.
