Country Director – Palestine Emergency (Jordan based)

About the role

The Country Director will lead Humanity & Inclusion’s emergency programme for Palestine from a base in Amman, Jordan, with regular travel to the occupied Palestinian territory. Reporting to the Emergency Manager, the role ensures the delivery of high‑quality, impact‑driven assistance in health, disability, education and humanitarian logistics.

Key responsibilities

• Provide overall strategic and operational leadership for the Palestine programme, aligning activities with HI’s mandate and strategy.
• Manage and mentor a multidisciplinary team, overseeing recruitment, performance management and staff wellbeing.
• Ensure sound financial management, budgeting and reporting in line with donor requirements.
• Coordinate with local partners, authorities and other humanitarian actors to maximise impact and avoid duplication.
• Lead risk‑assessment, security and safety procedures for staff operating in a volatile environment.
• Oversee the restructuring of programme governance, including the transition to the Regional Division.
• Represent HI in advocacy, media and stakeholder meetings related to the emergency response.

Required profile

• Extensive senior‑level experience in humanitarian or emergency contexts, preferably in the Middle East.
• Proven track record of managing large, multi‑disciplinary programmes with budgets of several million euros.
• Strong understanding of disability inclusion, health services, armed‑violence reduction and humanitarian logistics.
• Ability to work under pressure in complex, insecure settings and to travel frequently to Palestine.
• Fluent English; knowledge of Arabic is an advantage.
