Cyber Strategy SME – Short Term Consultancy

About the role

Culmen International is seeking a Cyber Strategy Subject Matter Expert to support the Jordanian Ministry of Defense (MoD) on a short‑term consultancy basis. The SME will work closely with the Cyber Lead and Country Program Coordinator to design and implement a resilient cyber defence organization.

Key responsibilities

• Develop a comprehensive cyber‑organization implementation strategy using the DOTMLPF‑P framework.
• Design a strategic plan and annual order to operationalise the cyber strategy, translating objectives into actionable tasks, timelines and resource allocations.
• Establish a governance framework for strategic execution, including KPI reporting and risk‑informed decision making.
• Set foundational conditions for a future‑ready cyber force, recommending workforce development, organisational design and policy enhancements.
• Provide cyberspace planning and operational guidance, security awareness and training programmes, and guidance on cybersecurity technologies.
• Ensure compliance with relevant frameworks such as GDPR, HIPAA, NIST and ISO/IEC 27001.
• Produce high‑quality reports and communicate technical concepts to both technical and non‑technical audiences.

Required profile

• Extensive experience advising defence or government organisations on cyber strategy.
• Deep understanding of the regional (Jordanian) security context.
• Strong verbal and written communication skills, with superior report‑writing ability.
• Ability to work under the direction of senior programme leads and collaborate with multidisciplinary teams.

Required skills

• Knowledge of security awareness programs and training methods.
• Familiarity with cybersecurity technologies and tools used for threat detection and response.
• Experience with compliance frameworks: GDPR, HIPAA, NIST, ISO/IEC 27001.
