Senior Business Development & Grants Manager – Multi-Country Office (MENAE)

About the role

The Senior Business Development and Grants Manager leads Mercy Corps’ resource‑mobilisation and grant‑management activities across the Multi‑Country Office (MCO) portfolio covering Syria, Jordan and Yemen. Based in Amman, the role ensures high‑quality donor engagement, competitive proposal development and effective oversight of the full grants lifecycle while providing strategic direction to country teams.

Key responsibilities

• Develop and implement multi‑country business development strategies aligned with Mercy Corps’ Pathway to Possibility.
• Lead donor engagement, prospect identification and proposal writing for humanitarian and development funding.
• Oversee the entire grants lifecycle – from concept note to reporting – ensuring compliance with donor requirements.
• Manage and mentor the Reporting Officer, setting performance objectives and supporting professional growth.
• Coordinate closely with Country Managers, program teams and regional award management to harmonise resource mobilisation efforts.
• Monitor and report on funding pipelines, budgets and performance indicators across the three countries.

Required profile

• Minimum 8 years of experience in business development, grants management or resource mobilisation within humanitarian or development contexts.
• Proven experience managing multi‑country portfolios and leading cross‑functional teams.
• Strong knowledge of donor regulations, proposal development and grant compliance.
• Excellent analytical, communication and stakeholder‑management skills.
• Fluent in English; Arabic proficiency is an advantage.
