Shelter Cluster Technical Advisor – Palestine/Jerusalem

About the role

The Shelter Cluster Technical Advisor will support the cluster team in guiding shelter agencies to develop and implement safe, resilient shelter solutions that meet global standards. This position coordinates Technical Working Groups, builds partnerships with humanitarian actors, and ensures that shelter programming aligns with best practices.

Key responsibilities

• Ensure shelter response follows technical standards such as Sphere and promote stakeholder involvement by chairing Technical Working Groups.
• Conduct field visits with cluster partners to identify emerging technical issues and feed findings into national‑level discussions.
• Supervise two seconded technical coordinators/advisors.
• Contribute to the development and continuous updating of the Shelter Cluster Strategy in consultation with partners and local authorities.
• Identify and categorise existing shelter typologies and design appropriate solutions in collaboration with shelter coordinators.
• Liaise with local authorities and key stakeholders to align shelter activities.
• Coordinate with related clusters (site management, early recovery, education, health, protection, WASH) to ensure integrated response.
• Integrate cross‑cutting issues such as HLP, age, gender and diversity into shelter work.
• Lead or co‑lead the joint technical working group with the Site Management Cluster.

Required profile

• Advanced university degree (Master’s or MPhil) in Civil, Structural or Architectural Engineering or a related field.
• Minimum five years of professional experience in shelter or non‑food items at a managerial level in emergency, conflict or post‑conflict settings.
• Experience working within the humanitarian cluster system, including humanitarian appeals, response plans and common funds.
• Strong knowledge of shelter‑related technical guidelines and international standards, including Sphere.
