Ethics Officer

About the role

The United Nations Relief and Works Agency (UNRWA) is seeking a dedicated Ethics Officer to join its Headquarters in Amman. Reporting to the Chief of the Ethics Office, you will help shape and maintain a robust ethical framework across the agency, supporting staff and promoting a culture of integrity.

Key responsibilities

• Develop, review and improve policies, directives, guidelines and procedures that underpin UNRWA’s ethics framework.
• Contribute to the annual Ethics Office strategy, work plan and budget proposals.
• Design, develop and deliver training and outreach materials (brochures, posters, intranet updates) to raise awareness of ethical issues.
• Manage the Ethics Focal Points Network, preparing meetings and maintaining records.
• Administer and propose amendments to the annual conflict‑of‑interest disclosure (UNFDP) and support the Area Staff Declaration of Interest Programme.
• Provide confidential advice on workplace ethics, conflicts of interest, gifts, honors and external activities.
• Support the Case Management System by recording trends and recommending improvements.
• Conduct prima‑facie assessments of retaliation cases under the Whistleblower Protection Policy and draft protective measures.
• Assist in developing ethics risk indicators and implementing risk‑management practices.

Required profile

• Strong commitment to ethical standards and humanitarian values.
• Experience in policy development, ethics compliance or related fields within an international organization.
• Ability to provide confidential guidance to senior management and staff.
• Excellent analytical skills and familiarity with UN ethics and disclosure programmes.
• Effective communication and training delivery skills.
