Regional Technical, Evidence and Quality Director (TEQ) – MENA/EUROPE & Asia

About the role

The Regional Technical, Evidence and Quality (TEQ) Director provides strategic leadership and day‑to‑day operational oversight for Mercy Corps’ technical advisors across the MENA/Europe and Asia region. Reporting to the Regional Program Team, the TEQ Director ensures coordinated delivery of technical services that span water and climate, economic opportunities, social integration, monitoring‑evaluation‑learning (MEL) and program standards.

Key responsibilities

• Set strategic direction and manage the performance of regional Technical Advisors.
• Coordinate technical support to country teams across the humanitarian‑development‑peace nexus.
• Collaborate with global TEQ and other regional units to maintain strategic coherence.
• Lead business development activities, including pre‑positioning and donor engagement.
• Represent Mercy Corps in donor meetings, conferences and external forums.
• Oversee quality assurance, learning processes and the integration of evidence‑driven programming.

Required profile

• Proven senior leadership experience in multi‑country humanitarian or development programs.
• Deep understanding of water, climate, economic opportunity, social integration and MEL frameworks.
• Track record of managing regional technical teams and delivering results in complex environments.
• Strong experience in donor relations, business development and external representation.
