Senior Supply Chain Associate (Gaza Response)

About the role

IOM, a UN-related organization, is recruiting a Senior Supply Chain Associate for its Gaza response. Reporting to the Supply Chain Officer under the Head of Resources Management, the post manages supply chain activities within the Supply Chain Unit, liaising with units in the Gaza Occupied Palestinian Territory, the Country Office and the region. The role also coordinates with UN coordination structures, the governmental Coordination Cell, the Jordanian Armed Forces and the Jordan Hashemite Charity Foundation.

Key responsibilities

• Act as focal point between IOM and UN coordination structures, the Coordination Cell, the Jordanian Armed Forces and the Jordan Hashemite Charity Foundation, negotiating supply chain and access matters.
• Coordinate dispatch and logistics of Common Pipeline items with the Supply Chain Unit, Common Pipeline and external stakeholders, following up with UN2720 and Matpash, and decide dispatch plans within delegated authority.
• Work with managers on procurement plans, negotiate purchase terms and conditions, and guide requisitioners on specifications and procurement procedures.
• Identify and evaluate local and international suppliers and service providers, and create tools to track contracts and procurement progress.
• Support capacity building of staff, providers and partners on IOM procurement processes, and train and supervise SCM staff of the Country Office.
• Monitor property, asset, warehousing, insurance, maintenance and transportation activities, and coordinate with other UN agencies, partners and government authorities.
• Implement internal controls to protect assets and prevent fraud, and contribute to improving supply chain systems and procedures.

Required profile

• Bachelor's degree in Business Administration, Accounting, Logistics, Supply Chain Management or a related field with five years of relevant experience; or high school diploma with seven years of experience.
• Experience in procurement and logistics with service providers and vendors, and with asset management.
• Advantageous: experience with IOM/UN procurement rules, in an international multi-cultural setting, with the Logistics Cluster, and with the Matpash system.
• Fluency in English and Arabic (oral and written).

Required skills

• High level of computer literacy.
• Clear reporting, sound judgment, and ability to supervise staff and coordinate administrative activities.
• Excellent communication and negotiation skills.
• Certification in procurement, logistics or supply chain management is an advantage.
