Cash and Markets Specialist (Jerusalem/Palestine)

About the role

The Norwegian Refugee Council (NRC) in Palestine seeks a Cash and Markets Specialist to lead cash and voucher assistance (CVA) and market‑based programming. You will provide strategic and technical guidance to ensure interventions are context‑appropriate, risk‑informed, and support household recovery and local market functioning.

Key responsibilities

• Conduct CVA feasibility, market and risk assessments and recommend cash, voucher or hybrid modalities.
• Design and oversee implementation of CVA and market‑based assistance (MBA) programmes, ensuring alignment with NRC standards and donor requirements.
• Provide technical support, oversight, and capacity‑building to staff and partners.
• Lead monitoring, evaluation and learning activities for cash and market interventions.
• Represent NRC in coordination forums, build partnerships and advocate for market‑based solutions.

Required profile

• Minimum five years of humanitarian or development experience in cash and market programming, including three years in project management.
• Advanced knowledge of designing and implementing CVA and MBA, including market system assessments and institutionalisation.
• Experience working in complex, volatile contexts; knowledge of Palestine and Arabic is an advantage.
• Strong strategic thinking, ability to translate concepts into action, and cross‑cultural communication skills.
