Contract Manager - Civil & Tower Infrastructure (Telecom)

About the role

We are seeking a Contract Manager to lead commercial and technical coordination for civil and tower infrastructure projects within the telecom sector in Riyadh. The role will act as the main liaison between internal teams and TowerCo partners, ensuring contractual compliance, cost control and operational efficiency.

Key responsibilities

• Lead commercial and technical coordination with TowerCo partners across telecom infrastructure projects.
• Prepare and issue Requests for Proposals (RFPs) and develop detailed Bills of Quantities (BOQs) for civil works.
• Manage change requests, scope clarifications and contractual amendments.
• Oversee invoice validation, reconciliation and resolution of billing discrepancies.
• Monitor invoice status and financial exposure to prevent revenue leakage.
• Drive digitisation and automation of invoice workflows, integrating solutions with ERP or project systems.
• Design dashboards and reporting mechanisms to track invoice cycle times and approvals.
• Maintain documentation related to commercial agreements, RFPs, BOQs and financial processes.
• Support continuous improvement initiatives to enhance operational efficiency and cost management.

Required profile

• Bachelor’s degree in Civil Engineering, Telecommunications Engineering or a related field.
• Minimum 7 years of experience in telecom infrastructure or mobile network deployment projects.
• Proven experience in contract management, commercial negotiations and stakeholder coordination.
• Demonstrated ability to prepare RFPs and BOQs for telecom or civil infrastructure projects.
• Experience working with Tower Companies (TowerCo) or similar telecom partners.
