Cost Controller – Telecom & Infrastructure Projects

About the role

The Cost Controller will oversee financial planning, monitoring, and control for telecom and infrastructure projects across all phases. Based in Damascus, the role requires relocation and close collaboration with project, procurement, and contract teams to ensure budgets are adhered to and financial governance is maintained.

Key responsibilities

• Prepare, monitor, and control CAPEX/OPEX budgets for OSP, ISP, DC, and Exchange domains.
• Track actual costs, commitments, and forecasts, performing variance, trend, and earned value analyses.
• Validate quantities, BOQs, and contractor submissions before invoicing.
• Monitor contractor performance, productivity, and resource utilization.
• Assess financial impact of change requests, scope variations, and route modifications.
• Produce monthly, quarterly, and ad‑hoc cost reports for internal and client stakeholders.
• Maintain cost databases, dashboards, and financial models using Excel, Power BI, and ERP systems.
• Support cash‑flow forecasting, financial planning, and audit activities.
• Identify cost risks and discrepancies, recommending corrective actions.

Required profile

• Bachelor’s degree in Engineering, Finance, Accounting or a related field.
• 5–8 years of experience in cost control, project controls, or financial management within telecom or infrastructure projects.
• Strong understanding of CAPEX/OPEX planning and financial reporting.
• Hands‑on experience with ERP systems and client portals.
