HSE Manager – Water & Irrigation Projects

About the role

The company seeks an experienced Health, Safety and Environment (HSE) Manager to lead HSE activities on water supply, wastewater, irrigation and Treated Sewage Effluent (TSE) projects. You will develop and maintain the project HSE Management Plan, ensure regulatory compliance, and promote a strong safety culture across the site.

Key responsibilities

• Develop, implement and maintain the Project HSE Management Plan.
• Ensure compliance with contract requirements, legislation and project HSE procedures.
• Conduct risk assessments, Job Safety Analyses (JSAs) and toolbox talks.
• Monitor site activities such as excavation, confined‑space entry, lifting operations, traffic management and work near utilities.
• Carry out regular HSE inspections, audits and ensure timely closure of corrective actions.
• Investigate incidents, accidents and near‑misses and implement preventive measures.
• Provide HSE induction and awareness training for personnel and subcontractors.
• Coordinate emergency preparedness, response plans and environmental protection measures.
• Prepare and submit HSE reports, statistics and related documentation.

Required profile

• Relevant degree in environmental, social or administrative sciences.
• Minimum 8 years of professional experience in HSE management on water, wastewater, irrigation or TSE projects.
• Professional HSE certification (e.g., NEBOSH, IOSH, OSHA) preferred.
• Thorough knowledge of occupational health, safety and environmental regulations.
• Fluent in English and Arabic (written and spoken).
