OSP Program Manager – Damascus Based

About the role

We are seeking an experienced Outside Plant (OSP) Program Manager to lead the expansion program for our telecommunications network in Damascus. The role involves full responsibility for planning, execution, and delivery of large‑scale OSP projects while ensuring alignment with client expectations and corporate standards.

Key responsibilities

• Lead, manage and control all project activities to ensure timely and professional execution.
• Build and mentor a team of Project Managers and Section Managers.
• Establish reporting and escalation mechanisms for both the client and Norconsult Telematics.
• Conduct risk management, analyse critical tasks and implement corrective actions.
• Define staffing requirements, screen and recommend candidates, and ensure appropriate deputy coverage.
• Maintain strong client relationships and oversee engineering review, project control and QA compliance.
• Prepare regular progress, financial and manpower utilisation reports for client and internal management.
• Coordinate tasks with vendors, contractors and client districts, and manage inter‑party dependencies.

Required profile

• Bachelor’s degree in Computer Science, Telecommunications, Engineering or related field.
• Minimum 15 years of professional experience in an operator or vendor environment, including at least 5 years in a senior management role overseeing large, multi‑disciplinary telecom projects.
• Deep knowledge of Outside Plant concepts and practices.
• Proven organisational, management and interpersonal abilities in multicultural settings.
• Fluent English communication skills; Arabic is an advantage.
