Digital Impact Expert (Local – HQA)

About the role

The Digital Impact Expert will support the design, coordination and delivery of digital impact programmes that strengthen UNRWA’s digital ecosystem and promote digital skills, innovation and sustainable livelihoods for Palestine refugees.

Key responsibilities

• Support the design, coordination and implementation of digital impact programmes across UNRWA fields, ensuring alignment with the Digital Transformation Strategy.
• Develop and manage partnerships with private sector, academia, innovation hubs and development partners, including preparation of concept notes and resource mobilisation inputs.
• Contribute to digital skills, upskilling, entrepreneurship and digital employment initiatives targeting refugees.
• Assist in creating monitoring frameworks, analysing data and preparing progress reports, analytical briefs and presentations.
• Provide coordination support between HQ and field offices and facilitate knowledge sharing within the Technology and Innovation Department.

Required profile

• University degree in digital innovation, IT, computer science, engineering, business administration or a related field (desirable).
• Minimum 6 years of progressively responsible experience in digital innovation, digital skills development, technology for development, digital livelihoods or youth empowerment.
• Proven experience leading digital skilling, upskilling or digital employment programmes and managing multi‑stakeholder partnerships.
• Fluency in both English and Arabic.

Required skills

• Experience in curriculum development, training design, monitoring and evaluation.
• Ability to develop monitoring indicators, reporting tools and knowledge‑management products.
