SIP Adviser – Safe and Inclusive Programming

About the role

The Norwegian Refugee Council (NRC) in Palestine is seeking a qualified and motivated Safe and Inclusive Programming (SIP) Adviser. You will strengthen capacity on age, gender and diversity mainstreaming across the NRC Project Cycle Management and core competency areas, supporting the implementation of the Palestine Action Plan on SIP.

Key responsibilities

• Lead implementation of the 2026 Country Office SIP Action Plan and Gender‑Mainstreaming Road Map, including capacity‑building and tool development.
• Design and deliver in‑person and online trainings on SIP standards, age‑gender‑diversity (AGD) mainstreaming, safeguarding and safe referrals.
• Collaborate with Core Competency specialists to adapt services for gender mainstreaming and disability inclusion.
• Provide SIP and safeguarding awareness sessions and resources to implementing partners.
• Integrate SIP principles into analysis, proposal development, monitoring, implementation and evaluation of programmes.
• Support SIP Focal Points with ongoing mentoring, training and assessments.
• Analyse and report on progress of SIP integration across programmes and processes.

Required profile

• Advanced academic qualification in law, social sciences or a related discipline.
• Extensive experience in SIP, capacity‑building, coordination and programme quality within humanitarian settings.
• Legal eligibility to work in Palestine or Jordan (no visa sponsorship available).
• Strong understanding of protection, gender, age and diversity mainstreaming.
