Learning & Development Consultant – Environmental Sustainability

About the role

UNRWA is seeking a P3‑level Learning and Development Consultant to lead the implementation of its Environmental Sustainability Training Framework. The consultant will design, deliver, and institutionalise a six‑module training programme that drives behavioural change across the agency.

Key responsibilities

• Operationalise and deliver a six‑module environmental sustainability training programme for relevant staff groups.
• Lead the rollout of the Environmental Sustainability Training Framework and embed it within HR systems.
• Expand eLearning and blended learning solutions to support scalable training delivery.
• Support the creation of a comprehensive Monitoring, Evaluation, and Learning (MEL) system to track impact.
• Build a sustainable Training‑of‑Trainers (ToT) model and ensure knowledge transfer.
• Develop and deliver technical sustainability learning for functional areas such as fleet management, procurement, infrastructure, travel, and human resources.

Required profile

• University‑level education in environmental science, sustainability, education, or a related field.
• Minimum 3‑5 years of experience designing and delivering adult learning programmes, preferably in an international or humanitarian context.
• Demonstrated ability to translate sustainability concepts into practical behavioural change.
• Experience with eLearning platforms and blended learning methodologies.
