Program Manager (MPLS/DWDM – Core Network)

About the role

The Program Manager will lead end‑to‑end delivery of the Core Network programme for the Silk Link Project. This role covers design, procurement, implementation, testing and commissioning of an IP/MPLS architecture together with DWDM/Optical Transport Networks.

Key responsibilities

• Develop and maintain the master programme plan, milestones, roadmap and work breakdown structure.
• Coordinate cross‑functional teams across design, testing, procurement and commissioning workstreams.
• Manage risks, issues and change requests, maintaining registers and escalation procedures.
• Serve as primary contact for clients, vendors, subcontractors and senior stakeholders, leading status reviews and steering committee sessions.
• Oversee vendor performance, SLA compliance and contract change orders.
• Define quality assurance processes, design review gates and delivery checkpoints, and produce executive status reports.

Required profile

• Proven experience managing large‑scale telecom network programmes from inception to commissioning.
• Strong stakeholder management and communication skills with senior‑level clients and vendors.
• Ability to manage budgets, resources and programme governance structures.
• Experience in risk governance and issue resolution in complex network projects.
