Programme Specialist – Education

About the role

The Programme Specialist (Education) will lead UNESCO’s strategic priority setting and coordinate the implementation of regular programme activities and extra‑budgetary projects in Jordan’s education sector. Reporting to the Head of the UNESCO Amman Office, the incumbent will provide policy advice and mobilise technical and financial support to the Jordanian Ministry of Education.

Key responsibilities

• Design, manage, coordinate and monitor system‑strengthening programmes that support Jordan’s educational planning, management and TVET reform.
• Establish UNESCO’s strategic niche in Jordan and conceptualise technical assistance and capacity‑development projects.
• Provide strategic and practical advice on aligning Jordan’s education policies with SDG4‑Education 2030.
• Mobilise extra‑budgetary resources for sector‑wide planning, policy analysis and national system strengthening.
• Develop joint workplans and lead UNESCO’s technical contributions within the UN Cooperation Framework.
• Participate in UN thematic groups and advocate for a system‑strengthening approach.
• Oversee project management, financial and human‑resource management, and supervise consultants and service providers.

Required profile

• Experience in education policy development and TVET reform.
• Proven ability to manage international development projects and coordinate with UN agencies.
• Strong analytical and advisory skills for high‑level government engagement.
