VET and Business Development Expert

About the role

Enabel is seeking a VET and Business Development Expert to support the implementation of a four‑year socio‑economic empowerment project for youth, Syrian refugees and women in Jordan. The role focuses on vocational education and training (TVET), employment promotion, business incubation and acceleration, and evidence‑based policy for refugee economic inclusion.

Key responsibilities

• Provide technical inputs and develop strategies for TVET, work‑based learning, and employment promotion.
• Design and oversee business development activities, including incubation and acceleration services.
• Coordinate action‑research, data generation and analysis on refugee socioeconomic inclusion, in partnership with the MEL Officer.
• Facilitate participatory dialogues with local governments, civil society organisations and public statistics departments.
• Integrate cross‑cutting themes such as gender equality, decent work, environmental sustainability, digital innovation, and ensure their practical application.
• Lead capacity‑building and learning activities for the Employment and Livelihood Programme.
• Develop context‑specific guidelines and approaches for vulnerable youth, refugees and women, ensuring sustainability of interventions.

Required profile

• Proven experience in TVET, skills development, and business development within a development or humanitarian context.
• Familiarity with refugee economic inclusion and the Jordanian socio‑economic environment.
• Strong understanding of gender, decent work, digital and innovation themes.
• Ability to work collaboratively with government agencies, NGOs and statistical institutions.
