MEAL Manager – Monitoring, Evaluation, Accountability & Learning

About the role

We are seeking a strategic MEAL Manager to lead Monitoring, Evaluation, Accountability and Learning across the Human Mobility Hub and its partner‑led programmes in the Middle East. The role combines technical expertise with partnership building to turn data into actionable insights that improve humanitarian response.

Key responsibilities

• Design, implement and continuously improve MEAL strategies, systems, standards and SOPs for the Hub.
• Provide technical guidance and quality assurance to strengthen partner‑led programmes.
• Develop learning agendas, conduct evaluations and generate evidence to inform programme adaptation and organisational strategy.
• Enhance community feedback mechanisms and ensure accountability to affected populations.
• Support proposal development, logframes, theories of change, indicators and MEAL budgeting for donor‑funded projects.
• Build and facilitate a MEAL Community of Practice to promote peer learning and harmonised approaches.
• Lead the rollout of digital MEAL and information management platforms.
• Mentor and coach MEAL staff and partners, fostering a culture of innovation and continuous learning.

Required profile

• Minimum 6 years progressive MEAL experience, including at least 3 years in a management role within an international NGO.
• Experience supporting humanitarian or displacement programmes in complex or post‑conflict settings.
• Proven ability to work with local partners and strengthen partner‑led MEAL systems.
• Strong analytical capability to translate complex data into actionable insights.
