Monitoring, Evaluation and Learning (MEL) Adviser – Middle East Office

About the role

The Monitoring, Evaluation and Learning (MEL) Adviser will provide hands‑on support to ensure robust MEL systems across the Facility Management Unit. Based in Amman, the adviser will work closely with partners and grantees to strengthen programme quality, compliance and learning in a post‑conflict development context.

Key responsibilities

• Design, implement and maintain MEL frameworks, tools and guidance for the facility.
• Support programme design, proposal development and donor grant management.
• Deliver training, coaching and capacity‑strengthening activities for staff, partners and grantees.
• Conduct data‑quality and compliance assessments, including on‑site monitoring.
• Provide technical assistance to partners to close MEL gaps and meet grant requirements.
• Lead knowledge‑exchange initiatives, after‑action reviews and lessons‑learned exercises.
• Produce MEL reports, dashboards, factsheets and learning papers for internal and external stakeholders.
• Support colleagues with MEL responsibilities and develop relevant training materials.

Required profile

• Dynamic, innovative professional with proven MEL expertise in development or post‑conflict settings.
• Experience bringing partners together for collaborative learning and strong coaching background.
• Demonstrated ability to manage partnerships with local organisations.
• Excellent coordination, diplomacy and facilitation skills.
• Legally eligible to work in Amman, Jordan (no visa sponsorship).
