Senior Program Manager – Yemen Portfolio

About the role

The Center for Civilians in Conflict (CIVIC) is seeking an experienced Senior Program Manager to lead the implementation, operational management, and strategic development of its Yemen portfolio. Based in Amman, the role oversees programme delivery across Yemen, ensuring high‑quality results, donor compliance and effective use of resources.

Key responsibilities

• Lead implementation of CIVIC’s Yemen programme portfolio, ensuring timely, on‑budget delivery and adherence to donor requirements.
• Provide technical and managerial guidance to programme teams, monitor progress, and adapt plans as needed.
• Identify operational risks and develop mitigation measures, integrating Protection of Civilians principles throughout activities.
• Manage multiple institutional donor grants, ensuring contractual compliance, preparing narrative reports, and coordinating budget revisions and extensions.
• Oversee programme budgets, forecasts and expenditures, working closely with finance to ensure accurate reporting and resource efficiency.
• Supervise programme staff, coordinate with country‑based teams, partners, donors and regional stakeholders.

Required profile

• Significant experience managing humanitarian programmes in conflict‑affected settings, preferably with a focus on civilian protection.
• Proven track record of donor grant management, financial stewardship and compliance.
• Strong leadership and supervisory skills, with ability to work across multiple countries and cultures.
• Willingness to travel frequently to Yemen and the wider region, subject to security conditions.
