Head of New Business Development (National/International)

About the role

The Head of New Business Development will lead the fundraising and donor engagement strategy for the Syria country office. Reporting to the PDQ Director, this senior position is responsible for building strategic relationships, securing competitive funding, and ensuring high‑quality proposal development.

Key responsibilities

• Support PDQ in assessing country, regional and global landscapes and create a plan to strengthen strategic donor relationships.
• Gather intelligence from partners and donors, use data‑driven insights to prepare for competitive proposal processes.
• Design and manage an efficient, collaborative proposal development workflow that ensures compliance and captures learning.
• Develop high‑quality concept notes and full proposals for institutional donors, corporate foundations, philanthropic organisations and non‑traditional funding sources.
• Lead the creation and execution of a donor engagement plan aligned with the Country Strategic Plan.
• Track upcoming funding opportunities, coordinate proposal writing, and liaise with technical, operations and finance teams.
• Manage two NBD managers and provide strategic guidance to ensure sustainable portfolio growth.

Required profile

• Proven senior‑level experience in business development, fundraising or donor relations within the humanitarian or development sector.
• Strong analytical ability to translate market intelligence into actionable funding strategies.
• Excellent communication and leadership skills to manage cross‑functional teams and external partners.
• Innovative mindset with a track record of packaging programme strategies to attract donor support.
