Technical Director – Major Water Infrastructure Programme

About the role

The Technical Director will lead the technical and engineering functions of a $6 billion water security programme in Jordan, overseeing design, procurement and construction across a large desalination and transmission infrastructure.

Key responsibilities

• Ensure overall technical compliance with the contract and lead the complete design process from basic to as‑built documentation.
• Supervise Design Managers and the multidisciplinary engineering team, coordinating design meetings and establishing an effective project engineering organisation.
• Develop construction methodology, manage design budgets, monitor variances and drive cost‑effective, programme‑efficient solutions.
• Manage technical interfaces with engineering offices, consultants, authorities, consortium partners and client representatives.
• Define staffing needs, recruit and lead the project technical team, and assess design and engineering risks.
• Oversee subcontracted engineering organisations, checking consultants, construction drawings, material requisitions and technical non‑conformities.

Required profile

• Senior technical leadership experience on major EPC or Design‑Build infrastructure programmes.
• Proven ability to manage multidisciplinary engineering and design teams and optimise design and construction methodologies.
• Experience with large‑scale water projects such as desalination, long‑distance transmission pipelines, pumping stations and integrated water supply schemes.
• Previous work on international projects in the Middle East or comparable markets is advantageous.
