Digital Economy Technical Consultant – 12-month UNICEF Consultancy

About the role

The UNICEF Education Centre of Excellence is seeking a Digital Economy Technical Consultant for a 12‑month remote consultancy based in Amman, Jordan, with occasional travel to country offices. The consultant will lead an evidence‑driven analysis of adolescent and youth skills needs, mapping how digital learning opportunities translate into economic outcomes across multiple contexts.

Key responsibilities

• Review existing data and conduct interviews with stakeholders in selected countries.
• Analyse user journeys on digital learning‑to‑earning platforms, focusing on blended, low‑tech, offline‑capable and mobile‑first models.
• Document skills needs, portability options and transition pathways from learning to work.
• Produce actionable insights and recommendations to strengthen UNICEF’s programming on skills development and school‑to‑work transitions.
• Provide practical guidance for country offices and partners to design, adapt and scale user‑centred, gender‑responsive digital skilling interventions.

Required profile

• Master’s degree in social sciences, education, development studies, information systems, monitoring & evaluation or a related field.
• Proven experience in research, data analysis, or consultancy on digital learning, skills mapping or youth employment.
• Strong analytical and reporting skills, with ability to synthesize findings into clear recommendations.
• Willingness to travel to country offices as needed.
