Monitoring & Reporting Consultant – TVET

About the role

UNESCO is seeking a Monitoring & Reporting Consultant to support its Technical Assistance programme “Transforming Technical Vocational Education and Training in Jordan”. The consultant will work on‑site in Amman for seven months, providing expertise in tracking programme implementation, collecting data, and producing analytical reports for the Ministry of Education and donor partners.

Key responsibilities

• Develop and implement monitoring frameworks aligned with UNESCO’s TVET reform objectives.
• Collect, verify and analyse quantitative and qualitative data from project activities, workshops and field visits.
• Prepare periodic progress reports, performance dashboards and donor‑specific reporting packages.
• Support the Ministry of Education in documenting outcomes related to gender equity, skills development and labour‑market alignment.
• Identify gaps and recommend corrective actions to ensure compliance with the Canadian‑funded loan requirements.

Required profile

• University degree in education, social sciences, development studies or a related field.
• Minimum 5 years of experience in monitoring, evaluation or reporting for education or vocational training programmes.
• Demonstrated experience working with government ministries, international donors or UN agencies.
• Strong analytical mindset and ability to produce clear, concise written reports.
• Fluency in English; Arabic proficiency is an asset.
