Regional Credit Operations Manager

About the role

The Regional Credit Operations Manager will lead UNRWA’s micro‑finance credit activities across the assigned region, overseeing multiple branch offices and ensuring alignment with the agency’s strategic objectives. Reporting to the Chief of the Field Microfinance Programme, the role combines operational planning, risk management and performance monitoring to support vulnerable Palestinian refugees.

Key responsibilities

• Collaborate with the Field Microfinance Programme to develop and implement operational plans, action plans for new products and branch expansions.
• Lead credit operations in the region, set targets, formulate action plans and monitor progress toward financial and operational goals.
• Ensure all branches comply with industry standards, regulatory frameworks and UNRWA internal policies to minimise credit and operational risks.
• Develop field operational procedures and manuals for existing and new credit products.
• Prepare monthly, periodic and ad‑hoc reports on credit performance, risk assessments and profitability for inclusion in MD Field operational reports.
• Work closely with branch managers to identify business opportunities, provide technical guidance and resolve complex operational challenges.
• Share best practices and facilitate knowledge transfer across UNRWA regions to improve overall performance.

Required profile

• Proven experience in micro‑finance or credit operations, preferably within a humanitarian or development context.
• Demonstrated supervisory experience managing multiple branch teams.
• Strong understanding of credit risk, regulatory compliance and internal policy implementation.
• Ability to analyse performance data and produce clear operational reports.
• Excellent communication and stakeholder‑engagement skills.

Required skills

• Knowledge of micro‑finance credit products and risk assessment methodologies.
• Familiarity with regulatory frameworks governing credit operations.
