Senior Legal Officer – Administrative Law (P4)

About the role

The UN Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) seeks a Senior Legal Officer specializing in administrative law to join its Legal Affairs team in Amman. The role supports the agency’s internal justice system and provides expert legal guidance on staff‑related matters.

Key responsibilities

• Provide legal advice, training and outreach on administrative and employment law, including investigations and disciplinary procedures.
• Draft, review and submit Agency documents to the UNRWA Dispute Tribunal and the UN Appeals Tribunal, and represent the Agency before these bodies as required.
• Interpret and apply UNRWA’s Area and International Staff Regulations, Rules and related administrative issuances.
• Contribute legal input to the development and implementation of HR strategies and internal justice policies.
• Draft and review contractual instruments such as procurement contracts, memoranda of understanding and funding agreements.
• Advise on the status, privileges, immunities and conduct standards of the Agency and its personnel.

Required profile

• Advanced university degree (Master’s or equivalent) in law from an accredited institution.
• Extensive experience in administrative or employment law, preferably within an international organization.
• Demonstrated ability to work at senior (P4) level and to interact with senior management and external tribunals.

Required skills

• Excellent English drafting skills.
