Gender-Climate Marker Consultant (12-day assignment)

About the role

The United Nations Relief and Works Agency (UNRWA) seeks a Gender‑Climate Marker Consultant to assess current institutional arrangements and design a pilot plan for integrating a gender‑climate marker into the SMART project. The assignment is hybrid, with remote desk work and in‑person workshops.

Key responsibilities

• Conduct a desk review and in‑depth interviews to map existing processes, roles and data flows across Finance, Planning, SAP/ERP and the Gender Section.
• Identify gaps, constraints and opportunities for applying a gender‑climate marker and facilitate discussions to define feasible pilot entry points.
• Develop a concise pilot plan outlining SMART areas, responsibilities, quality‑assurance mechanisms, capacity needs and a lessons‑learning framework.

Required profile

• Advanced university degree in development studies, economics, public policy, environmental or climate studies, gender studies or a related field.
• Minimum 7 years of professional experience in gender equality, gender‑responsive budgeting or resource tracking, including at least 2 continuous years of relevant international experience outside the candidate’s country of nationality.
• Demonstrated experience with gender markers, analysis of institutional systems and project cycles, and strong analytical and facilitation skills.
